Digital maps are not as simple as paper maps.  It takes a lot more than the scanning of a paper map and turning it into picture files.

Firstly the road network is mapped using vans with cameras and, then attributes such as road names, building numbers and also the route directions are added.  Enhancements such as voice guidance while driving and turn-by-turn indicators are later added, with the addition of the latest GPS technology used to communicate with the satellites, to guide you from point A  to point Z.
